The South Africa Police Service (SAPS) is dedicated to the creation of a safe and secure environment, free from gender-based violence, crime and drugs, by developing young people who will uphold the moral values and principles of the society.

 

In their efforts to achieving this, the SAPS Northern Cape held a public speaking competition on 11 August 2018 in Upington to appoint a junior provincial management which will be led by a Junior Provincial Commissioner.

 

The competition was open to grade 8 and 9 learners from the five clusters within the province. Each cluster was represented by five leaners, thus bring the total participants to 25.

 

The Provincial Commissioner, Lieutenant General Risimati Peter Shivuri, together with the SAPS provincial management, was present at the event. He delivered the keynote address in which he outlined his expectations on the impact that the junior commissioner project should have in the fight against crime.

 

“Through the project, the youth will learn to take responsibility for their own safety and that of others by taking the lead in the fight against crime,” he said. He wished the learners well and encouraged them to do their best in everything they do and not to forget that they are all winners.

 

The competition was adjudicated by five judges of whom two officials were from the SAPS and one official each from the Department of Education, the Department of Social Development and from the Community Police Board. A common rubric evaluation sheet from Department of Education was utilised to ensure standardisation and uniformity.

 

After a very informative, educational session and deliberations between the judges, the winners were announced.

 

In first position and appointed as the Junior Provincial Commissioner was the grade 9 learner Sandisiwe Ndulelisa from the Francis Baard cluster.

 

In the second place was Zinathi Thomas from the Pixley Ka Seme cluster who will occupy the position as the Junior Deputy Provincial Commissioner : Crime Detection. Third place was scooped by Umamele Mudumele also from the Francis Baard cluster who will fulfil the position of the Junior Deputy Provincial Commissioner : Policing.

 

In the fourth place was Munyaradzi Marufu from the Francis Baard cluster who will be the Junior Deputy Provincial Commissioner : Asset Management.

 

The fifth place was won by Ndawa Mabaye of the Namakwa cluster and she will be the Junior Deputy Provincial Commissioner for Human Resources Management. Other learners will be occupying offices as junior provincial heads, thus ensuring that all the participants were winners.

 

The SAPS congratulates all the participants and hopes that this may be the beginning of a great and fruitful endeavour.

 

The SAPS will continue to promote and to nurture leadership development and character building among young people in society and also to recognise the young people as key role players in addressing crime in communities.
